FITCHBURG — The Fitchburg Legislative Affairs Committee amended the state-mandated Cannabis Social Equity Policy and deadlocked on a procedural agenda change. Council President Zarrella secured a 3-1 amendment to strike language allowing the city to unilaterally extend exclusive delivery license access beyond one year, with Councilor Cragin dissenting; the policy as amended then passed unanimously. A separate petition by Councilors Fleming and Walsh to move the "Announcements and Recognition" section to the end of City Council meetings failed on tied votes of 2-2, with Councilor Cragin citing the brevity and public importance of announcements.
Both the motion to withdraw and the motion to approve the agenda proposal fell short of consensus.
