Board of Health adopts 6mg nicotine pouch restrictions

Fitchburg Board of Health votes unanimously to restrict nicotine pouches to 6 milligrams per unit. The regulations maintain a threshold stricter than the FDA's 9mg authorization and allow two additional retail tobacco permits. Board Chair Dr.
John Bogdasarian and members Jamie Darcangelo and Diane Tousignant cited public health concerns about nicotine exposure and cardiovascular risk. The regulations take effect July 1, 2026, giving retailers time for compliance and inventory adjustment.
